China Mobile has completed an expansion of its intelligent computing center in Hohhot, Inner Mongolia, tripling the site's total processing capacity to 20,100 PFLOPS, of which 16,700 PFLOPS is dedicated to AI workloads1,2. The expansion, reported by Inner Mongolia Daily on Monday, makes the campus what China Mobile bills as the largest single-site intelligent computing center operated by any telecom carrier in the world.

The newly finished buildings, B25 and B27 in the Horinger New Area, were built by China Construction Third Engineering Bureau and cover roughly 44,500 square meters with 120 MW of total IT power. Before this expansion, the center went into production in December 2025 with approximately 20,000 AI accelerator cards. More than 85% of the Hohhot center's AI chips are domestically made.

Serving Beijing from the steppe

About 90% of the facility's capacity is designated to serve the Beijing-Tianjin-Hebei region. Over a 400G OTN backbone, one-way transmission latency between Hohhot and Beijing is 3.5 milliseconds, which Securities Times reported meets the needs of latency-sensitive enterprise customers in the capital area. The Hohhot campus is a core node in China Mobile's 4+N+31+X computing network and a hub in the national integrated computing network.

The site sits within the national Eastern Data, Western Computing program, which routes computing loads from power-hungry eastern cities to western regions with cheaper renewable energy. The Horinger New Area is located at the heart of Inner Mongolia's wind and solar base, among the largest in China. Green electricity accounts for 88% of the campus's power supply. In 2025, the center purchased 750 million kWh of green power through direct supply and medium- to long-term contracts, cutting carbon dioxide emissions by 370,000 tonnes.

Efficiency and architecture

The Hohhot node was built with heterogeneous computing, GPU pooling, and cold-plate liquid cooling. Large-scale cold-plate liquid cooling paired with an AI energy management system brings average power usage effectiveness down to 1.15. IThome separately cited an AI scale of 19,000 cards for the Hohhot node, though the report did not specify the numerical precision behind the PFLOPS figures.

China Mobile also operates what it calls the largest single-cluster carrier intelligent computing center in Harbin.

ANALYSIS The 16,700 PFLOPS of AI-dedicated capacity at a single site, backed by domestic chips and renewable power, positions the Hohhot campus as a concrete output of Beijing's parallel drives to localize AI hardware supply chains and decarbonize data center operations.
