OpenAI signs four Abu Dhabi deals spanning energy, government, and investment

ADNOC described as first energy company to deploy OpenAI's frontier AI technology.

OpenAI has signed four agreements with Abu Dhabi-based entities to deploy its AI models across government, energy, investment, and education, following a meeting between CEO Sam Altman ("Altman") and Abu Dhabi Crown Prince Sheikh Khaled bin Mohamed bin Zayed Al Nahyan2.

ADNOC and energy deployment

OpenAI, Abu Dhabi National Oil Company (ADNOC), and G42 subsidiary Inception42 signed an agreement to integrate OpenAI's models across ADNOC's operations. ADNOC will use OpenAI's technology to support operational, investment, and commercial decision-making. The deployment will run on OpenAI's GPT models using inference infrastructure located within the UAE. ADNOC is described as the first company in the energy sector to deploy OpenAI's frontier AI technology.

Machine-readable government and food safety

The Abu Dhabi government and OpenAI launched what they describe as the world's first AI-native Machine-Readable Government initiative. The initiative will convert selected government policies and regulations into machine-readable formats, allowing AI systems to assist officials with regulatory compliance assessments, including applications for permits and certificates. Each AI-generated assessment will be traceable to the relevant regulation, and government officials will retain oversight and remain responsible for final decisions.

A first pilot is already in production at the Abu Dhabi Agriculture and Food Safety Authority (ADAFSA), assessing food imports.

Investment analysis and enterprise adoption

Mubadala, Inception42, and OpenAI signed an agreement to use AI for investment analysis, identifying opportunities, and assessing risks. A fourth agreement establishes a five-year partnership between Inception42 and OpenAI to support AI adoption across government, enterprises, and education in the UAE. Under that partnership, the companies will work on enterprise solutions for large organizations, combining OpenAI's models and AI engineering capabilities with Inception42's applied AI expertise and consulting services.

All agreements will leverage local data centers in the UAE for processing OpenAI's models, a structure intended to ensure data security and compliance.

ANALYSIS The deals mark OpenAI's deepest operational integration with a Gulf state to date, extending beyond API access into sector-specific deployments in energy operations and sovereign regulatory infrastructure. The data-residency requirement — running inference on UAE-based infrastructure — addresses a constraint that has shaped AI procurement across the region.
