The White House released a presidential memorandum directing that U.S. space transportation ranges must grow to support more than 1,000 launches and reentries per year by 20301. The memorandum requires U.S. Government payloads to be launched on vehicles manufactured in the United States, with listed exceptions. It directs the Secretary of War and NASA to assure reliable, affordable access to space transportation services and to operate Federal launch and reentry ranges transparently for government and non-government users. The memorandum supersedes Presidential Policy Directive 26 of November 21, 2013, which is revoked. Within 120 days, the Secretary of State and Secretary of Commerce must update export controls to promote U.S. space transportation capabilities to allies and partners.
