Apple Intelligence hits China in December via iOS 27.3, minus Siri AI

Apple plans to bring Apple Intelligence to mainland China in December through an iOS 27.3 update, ending a two-year regulatory standoff, though the rollout will exclude the new Siri AI assistant and several other features announced in 20261,4.

The move follows a pair of regulatory clearances. China's Ministry of Industry and Information Technology recently approved network access permits for Alibaba's Tongyi Qianwen (Qwen) large language models and the Tongyi Wanxiang image-and-video generation tool across multiple iPhone models, including the iPhone Duo and iPhone 18 Pro2,3. Apple had received preliminary clearance to launch Apple Intelligence in China in July but still needed additional approval for a consumer release5.

What ships and what doesn't

The December launch will cover basic Apple Intelligence capabilities such as photo editing, according to Bloomberg. Missing from the initial rollout: Siri AI, Image Playground, the newer version of Genmoji, and some text-generation tools, which will be limited. Bloomberg's sources indicated Apple had to make concessions to secure regulatory approval.

China restricts foreign AI technology, which forced Apple to partner with Alibaba and Baidu to power Apple Intelligence domestically. Apple must also allow the Chinese government to approve ongoing updates to the AI models.

Cook's China visit

The regulatory green light arrived as Tim Cook, Apple's executive chairman, visited China. Cook met with Chinese Vice Premier He Lifeng in Beijing on Monday, following stops across the country and earlier meetings in Europe. Computerworld noted the timing of the Alibaba approval coincided with Cook's tour.

The iPhone Duo is scheduled to launch in China next week, with the upgraded Siri AI positioned as one of its flagship software features globally. Yet Chinese buyers will not have access to that assistant at launch.

Competitive gap

Apple Intelligence features first became available elsewhere with iOS 18.1, but have been absent from China since that initial rollout. Competing Chinese smartphone makers such as Huawei have offered AI features for longer, leaving Apple at a disadvantage in one of its fastest-growing markets. Much of Apple Intelligence's feature set is already available in Hong Kong, but the mainland's AI and privacy regulations required a separate approval track.

ANALYSIS The staggered rollout means Chinese buyers of Apple's newest hardware will receive it without its headline software capability, creating an unusual split between Apple's global and China product positioning. The December timeline via iOS 27.3 also means Apple Intelligence will arrive in China more than two years after its initial worldwide debut, given that Apple first rolled out Apple Intelligence features in 2024.
