The Dubai Chamber of Digital Economy signed memorandums of understanding with Nebius Academy and Lovable to support private-sector adoption of agentic AI1. The partnerships feed into a Dubai Chambers training program targeting 14,000 member companies of business groups and councils under the Dubai Chamber of Commerce.
The agreements were part of a broader week of Chinese-Gulf technology and infrastructure deals reported during the week of October 18.
Humanoid robots head to Ras Al Khaimah
Ubtech Robotics signed a memorandum of understanding with the International Relations Office of the Government of Ras Al Khaimah to deploy humanoid robots in the emirate and send an engineering team to conduct field tests. The first phase will assess the robots' suitability for industrial automation, smart public services, eldercare, and tourism services. Vector Wire covered the initial MoU signing on October 19[1]. Ubtech Robotics has also been expanding its automotive-factory deployments, having formalized a strategic cooperation agreement with FAW-Volkswagen on October 8 to develop embodied-intelligence robots for factory logistics[2].
Flying car enters UAE regulatory sandbox
Aridge delivered the first X3-F test aircraft designated for the UAE's low-altitude aviation regulatory sandbox. The ruler of Ras Al Khaimah led a delegation to Aridge's production plant, where he accepted the aircraft, which is the flying unit of Aridge's Land Aircraft Carrier. The handover followed a cooperation agreement signed in September. The X3-F will undergo trials under the supervision of the UAE General Civil Aviation Authority, with the partners next working on product certification, inter-emirate routes, and operational systems.
Separately, a Doha International Conference on AI and Security examined AI applications in public security, technology governance, data sovereignty, and trust, held alongside the 16th Milipol Qatar security exhibition, which concluded on October 22. Milipol Qatar attracted more than 16,000 visitors and over 270 exhibitors, generating 96 deals worth approximately QAR 820 million (USD 225.3 million).
ANALYSIS The Dubai agentic-AI training push, the Ras Al Khaimah humanoid-robot trials, and the low-altitude aviation sandbox represent three distinct AI-adjacent deployment tracks now running concurrently across the UAE, each pairing a Chinese technology provider with an emirate-level government counterpart.
