Open Chinese weights and sanctions-free silicon form a parallel AI stack

ANALYSIS Saudi Arabia's new frontier Arabic model built on a Chinese open-weight base, Huawei's flagship phone running on silicon it calls free from US technology, and a G20 agreement on AI governance that papers over strategic divides all point in the same direction: the sovereign-AI movement has graduated from aspiration to procurement, with Chinese technology filling gaps that US export controls were designed to create.

Why it matters

The conventional map of AI power runs through a handful of US labs and a single chip designer in Santa Clara. That map is being redrawn. CNAS tracking cited in Chinese coverage counts 184 government-backed sovereign AI projects across 67 countries by mid-2026, with 41 added in the first half of the year alone3. Open-weight bases for local continued training more than doubled since late 2024. The acceleration is no longer theoretical; it is showing up in product launches and benchmark tables.

The big picture

At LEAP 2026 on September 3, Saudi Arabia's PIF-backed AI company HUMAIN unveiled HUMAIN-M3, an Arabic-first frontier model now in preview on HUMAIN Node with open weights planned later. Its foundation is Chinese: Shanghai startup MiniMax's open M3 mixture-of-experts stack, released only about three months earlier. HUMAIN-M3 keeps M3's MoE shape, about 428 billion total parameters with roughly 23 billion active per token, then continues training on more than one trillion native Arabic tokens. On seven public Arabic benchmarks published by HUMAIN, the model took five firsts and an equal-weight average of 89.37%, up 9.03 points over the M3 base; HUMAIN said the scores were ahead of cited results for GPT-5.6 SOL and Claude Opus 5.

The pitch, as PanDaily described it, is speed: "reuse general reasoning, multimodality, agents, and long context from an open frontier base, then specialize language and culture locally". MiniMax says its products already reach 230-plus countries and regions. In Europe, the company has paired with Nebius Token Factory as a dedicated hosted open model and with SambaNova for high-speed inference on SN50 hardware. ANALYSIS The pattern is consistent: a Chinese lab provides the downloadable weights, and local or regional partners handle the last mile of training and deployment.

Meanwhile, Huawei unveiled the Mate XT2, a trifold phone powered by the Kirin 9050 Pro, an in-house designed chipset that it says is entirely free from US restrictions4. Richard Yu Chengdong, chairman of Huawei's consumer business group, described the Kirin 9050 Pro as the company's "most powerful Kirin chip ever" at a launch event in Guangzhou on Monday1. The processor is based on Huawei's proprietary Tau Scaling Law, continuing its push to boost chip performance while reducing reliance on advanced foreign semiconductor equipment. A sanctions-free mobile processor paired with open-weight Chinese models creates, at least in outline, a vertically integrated AI stack that never touches a US chokepoint.

At the G20 innovation meeting in North Carolina, the US and China joined other nations in supporting light-touch, sector-specific AI regulation and agreed to avoid creating new AI regulators under what are being called the Carolina Principles2. But the consensus was thin. Philip Locke, director of the CSIS economic program, noted that "what the US wants to talk about and what our partners want to talk about are fairly divergent"5. He added that the reception of American tech titans by leaders of other capitals "is very interesting, especially in Europe where they are seen differently". Elon Musk, Jensen Huang, and Sam Altman are "being brought into the fold by this administration in a way not seen in recent past," Locke observed, warning that the strategy "may not best serve its interests because these industries are aligned with the administration and it is using economic power to advocate for them in ways beyond the pale".

Between the lines

PanDaily reported that sovereign-AI buyers care about dialect mix, on-prem data control, and whether a remote API can vanish after an export-control shock, concerns "that favor downloadable weights plus local post-training". HUMAIN-M3 was continued-trained on more than one trillion native Arabic tokens atop a Chinese open-weight base and, according to HUMAIN, exceeded cited scores for GPT-5.6 SOL and Claude Opus 5 on Arabic benchmarks. ANALYSIS If that template scales, the leverage that US labs hold through API access diminishes with every sovereign fork.

Huawei says the Kirin 9050 Pro is entirely free from US restrictions. Export controls aimed at cutting off advanced lithography have not stopped Huawei from claiming a sanctions-free flagship processor; whether the performance matches leading-edge Western silicon remains an open question, but the political signal is unmistakable.

What's next

The Carolina Principles call for close cooperation between governments and developers, but the G20 summit later this year will test whether that language survives contact with the trade tensions Locke described. HUMAIN plans to release open weights for HUMAIN-M3, which would let other Arabic-speaking governments replicate the Saudi playbook. Richmond Fed President Tom Barkin noted that artificial intelligence spending "has led business investment to almost double versus this historic thing". That investment boom now has two distinct channels: one routed through US cloud APIs, another through open Chinese weights and sanctions-free silicon. The G20's ability to govern both from a single set of principles remains untested.
